Form No.8 to export and this office has to fill in permit in the Form No.9, 1.e. three entries foil, counter-foll and duplicate. The clerical work on the original and duplicate should be done by applicants, Form No.9 original and duplicate should be handed to exporters who would present them with Form No.8. This office would then give a number to sach permit entering the details on the foil of Permit Book No.9, the clerk checking details. In the case of Chinese shippers who cannot write English this office would continue to facilitate their work, these probably number th of applicants, perhaps less.

Presentation of Agents shipping orders with requisition Form No.8 should be insisted as a guarantee that the application to export is a bona fide transaction. At present it is true the duplicate of Form No.9 is said to be returned signed by an officer of the ship but this office cannot verify authority for signatures and the production of the shipping order issued by agents of vessel would be a safeguard against possible abuses.

By insisting that the shipping order issued by agents of vessel be handed in with requisition Form No.8 the number given by the agent on the shipping order would be noted on requisition Form No.8 and this would enable the revenue officer to make periodical checks by calling at the office of agents of vessels with Form No. 9 and compare with Mates Receipt and/or Freight List that the Liquors have really been shipped. This is very effective check on exporte that the liquors have
